The filler games like football shootouts, darts etc always work well and get parents/ supervisors involved too so I wouldn't write those off too soon. They can be a key element in making or breaking an event.
The user's numbers may be low but the queue feels like a participant and has a massive effect on the event numbers too. eg, a large slide can accommodate 8 people, yet a small dart board can handle a group of 10-12 players congregating in dead areas, increasing ticket sales or venue attendance depending on your model etc.
I'd always go for a smaller unit such as this one to entice the smaller children too, couple this with softplay and giant games such as Connect 4 and Jenga etc and you have a really cost-effective zone for toddlers to maximise your profits again too.
